President’s Report

Old Business

-           We are looking for two new members to join our Board of Directors. Please contact Karla or Jonathan if interested.

New Business

-           Unfortunately, Ron was unable to make the meeting due to a customer commitment, but he has decided that he would like to move on from being President of the CBA but will continue on as a member of the Board of Directors. There was no greater champion for Campello, and these are “big shoes to fill” but Jonathan Jamoulis has agreed to step in as interim President until the March 2025 election.

Secretary’s Report

-           Website continues to gain attention. We had 62 unique views in April, which we expected due to its launch, but we continue to grow with 49 more in May! We still need business pictures from members.

-           The BRA Umuganda Challenge (working with the unhoused population) still has spots available for their meeting on 5/22 from 3-430 to discuss their approach to overcoming homelessness in Brockton. QR code/web link top reserve on CBA website.

-           Report from Jazmine Bradsher- Director of Social Servies, COB attached with specific call outs to the Campello area below:

o     Summer Street, the empty lot- people have been cutting through yards, setting fires, etc. Contact was made with those living there. * Per Officer Salamone- 1 person still there.

o     Behind Cushman Insurance, but direct contact has not been made there- left notices and are still trying.

o     An individual at a far corner of South Middle, and another at Huntington. Both have relocated currently.

o     2 or 3 private home addresses as well.

-           Beginning balance: $38,571.63

o    Debits of $239.60

o    Credits of $160.00

-           Ending balance: $38,492.03

Councilor Update

-           Unfortunately, Councilor Nicastro was under the weather but wanted to remind the group that if they have any questions or concerns to please reach out to her at snicastro@cobma.us

Community Outreach

Officer Derek Salamone

-           Introduction to Sergeant Anderson- new/promoted to the department.

-           Walking beats have begun downtown with Montello and Campello to follow suit as well as 3x a week a Crisis Clinician and an Officer address any persons requiring “sections” or mental health issues.

-           Any concerns with the homeless can be reported through the “See Click Fix” program or to Officer Salamone direct.

It was at this time that Officer Salamone asked if anyone had any questions or concerns and John Messia joined in the conversation (see below for abbreviated version.)

-           Is the blue light camera in the parking lot of CVS for BPD?

o    No- that is for their own private use.

-           There seems to be a lot of squatting going on.

o    Private property: individuals can be told to leave within a day to a week, depending upon the amount of personal belongings on property.

o    Public property: individuals can be asked to move along but they cannot be made to. They also offer assistance/resources but not all our eligible due to past infractions.

o    If they encounter individuals with warrants- they do arrest regardless.

-           Per J Messia: The fiscal year ends June 30 th so money has been allocated thru the DPH for a Wellness Trust through the Mayor’s office, utilizing the Atlantic Hill Wellness Nurse group which will help individuals with issues related to wellness, mental health, and substance abuse. Their priority will be to work with any BPS students that have housing issues. They will also host “events” in Edgar & Keith Park to work with the homeless population.

-           Is housing a problem because immigrants are receiving assistance vs Brockton residents?

o    Housing is tied up with immigrants, but they are surprised that is not as high as they expected as the Haitian Community Partnership helps them to find residence outside of Brockton.

o    There is also money available for people whether homeless, immigrants, etc.. to assist with IDs, fines, jobs, housing, and more.

o    We all know that more housing is needed, and the offices of Senator Markey & Congressman Lynch will decide on the amount (looking for 3 earmarks.)

o    Brockton doesn’t have/support migrant housing, the state does the placements.

-           Do we know the actual Homelessness population of the city?

o    This will be determined in the Summer of 2024

-           Any new cops coming on board?

o    4 to graduate soon, 2 to graduate in July, 12 to start the academy in June as well as 3 starting from other departments. Even with all of this- BPD will still be 2 short. This will mostly cover retirements.

-           Any additional undercovers?

o    No

-           Traffic grants are very active currently.

-           Michael Lynch suggested asking businesses to install cameras on the front of the storefronts as a preventative measure against crime, trespassing, etc…

 

Other business

-           The CBA sent a letter to Dr Cobb regarding the cancellation of the Huntington parade and what it meant not only to the residents but also the businesses in the neighborhood (see website.) Fortunately, the parade has been rescheduled- date TBD but potentially 6/14. The CBA vowed to provide support if needed.

-           Update from Evan Sears from the City Planner’s office provided an update on the Campello CNP.

o    The Campello CNP was adopted by the Planning board at this month’s meeting- which makes it an official document. Several public meetings will be held over the next few months. The first one relevant to Campello will be on Thursday June 16th at 6pm in the cafeteria of NORTH Middle School. This is not focused specifically on Campello but will be a city-wide introduction to Form Based Code as a sort of primer for everyone to understand the mechanics of it all before the neighborhood specific public meetings.

The most relevant public meetings for Campello will be:

June 13

City-wide introduction to Form Based Code 6pm  North Middle School Cafeteria 

Either Aug 22, 27, or 29

Presentation and feedback session for Campello's FBC initial draft  Location: TDB

Sep 17

City-wide presentation of FBC final draft  6pm  North Middle School Cafeteria 

The city-wide meetings will cover Campello, Montello, Lovett Brook (the Good Sam area), and downtown. They will announce once they finalize the dates and details, which should hopefully be this week.

This Fall, after all the meetings and the draft has been finalized, it will then be sent to the City Council to start that process. The state is requiring us to implement the new zoning by Dec 31st, so we're probably looking towards Nov/Dec for it all to go live.

-           Jonathan Jamoulis is serving on the CEDS committee with the Old Colony Planning council ( - Old Colony Planning .) The OCP addresses local challenges that cross city & town boundaries and facilitates cooperation & coordination to develop action plans for the areas that are identified.

Having Jonathan there as member of the CBA provides a nice connection to Campello.

-           We will begin collaborating more frequently with the other city associations, keeping the Campello area in the forefront but also adopting successful measures taken in other parts of the city to address common problems. As an example- Greg Belcher informed the group that the Montello area had a high amount of people not wearing a seatbelt, so they had a mural created with that theme in mind to remind their members.

 

-           Jonathan implored the group to think about how/why our association could/should be different and what issues should be addressed such as crime, city streets, business compliance, etc.

All of these concerns affect not only people’s lives but our livelihood. We need to make our own win!

What is the 1 thing that is most important?

Is it Crime? Junk cars? Homelessness?
