-           Excited to report that we have one inquiry to become a new member:

§   David Vincent from Soiree District (Member Only) Business Center located at 1274 Main Street

-           Jonathan and Karla will be stepping down/away from the Association with the new term, which begins in March. We encourage people to reach out to Karla to fill the vacant offices which are:

o     President

o     Vice President (currently R Bethoney is interim)

o     Secretary

o     Board of Directors

Guest Speakers

Jonathan reminded the group of the letter that was sent to Councilors Farwell, Griffin, Nicastro, Rodrigues, & Teixeira (available on the CBA website) regarding the concerns with the recent ruling regarding the dislodging of the unhoused population and what that would like to Campello when they begin to move. We asked the Councilors what policies are being put out in place.

Councilor Griffin

During the August Public Safety meeting it was noted that the homeless had seemed to thin out, especially after the drug raid which resulted in thirty-seven arrests (only 2 held.) This type of enforcement is moving us forward.

Vegetation overgrowth enables homeless with shelter (ability to hide.) This activity should be reported to the city.

September’s Public Safety meeting will focus on improving these efforts but also the decreased housing and decrease the number of resources/aids that are spent and then they will be less likely to come here. Resources should go to residents, business owners, & contractors who contribute to the city.

He believes there are too many Nonprofits & non taxpayers in Brockton which contribute to this issue.

Councilor Nicastro

The number of unhoused/trespassing calls she receives from all over the city has increased. As they move out of downtown they will go to the outliers and we need to balance the humane element affiliated with this epidemic.

There was an order proposed by the Councilor of Ward 5 which enacts the following actions for anyone found sleeping/loitering (anti-camping) on public property:

-           1 st & 2 nd offense: warnings

-           3rd offense $200 fine

-           4 th offense incarceration* (incarceration often eliminates their opportunity for housing)

Campello concern with Teen Challender representing themselves as a catering business & function hall when zoned as residential but because they provide educational services it is ignored but not right.

Will follow up on the port a potty’s left in Campello park between events for an extended period.

Jazmine Bradsher, Director of Social Services to the Mayor’s office

There are multiple task forces that are dealing with the issues surrounding the unhoused population in Brockton such as the Quality-of-Life task force, and specifically Homelessness task force. This is a multi-department effort. Meetings are open to the public and association members are welcome to attend.

Some things to note:

-           They have mandated all groups no longer provide tents or shelter materials.

-           Individuals are given 24 hours to move (reminder they are allowed to sleep anywhere but no “camping” sites or they will be removed by city. To date- 27 tents have been removed

-           Reminder that Father Bill’s/Mainspring is state funded and has a service area of twelve towns. When other shelters are full, the state has the right to refer them to Brockton.

-           Note that there is a daily running list of over 100 people living under bridges & in our parks. State recently provided for all bridges “no loitering” signs.

-           Reminder that trash isn’t necessarily a result of the homelessness problem. If you see an issue- report it to the Quality-of-Life group, as it could be a fire concern.

-           Potentially thinking about establishing a Day Center where people will be safe during the day and have resources readily available to them to get them off the street.

-           DCF is doing their best to house families but encourages parents to get family members to take in children/minors. Police can remove them immediately if there are health & safety concerns.

Community Outreach

Officer Derek Salamone

-           The BPD is working with all depts to with regards to the unhoused population. A prime example of all working together is the cleaning up Finnegan Park.

-           Reminder that people are given 24 hours’ notice to move before BPD takes action which most have been compliant, but it also gives time for someone else to take over space.

-           There was a homeless couple breaking into places but that has been resolved as of last Thursday.

Chief Edward Williams

-           Reminder/Introduction Captain Brendan Weeks will assume the Responsibilities of Chief Williams in 100+ days.

-           Open House 10/12 from 10-2 will be the annual Open House (see post on website.)

-           Graffiti is being invested all over Campello, but cameras aren’t showing great angles.

-           The Pyramid Club was looking to hold an event which was deemed unsafe due to volume & potential parking concerns but were encouraged to join the CBA and work with them for recommendations and support.

-           An indictment will soon be ordered on the individual who started fire at 880 Main St. It appears to be completely random.

-           The DBA announced they will not be sponsoring the annual Christmas parade for several reasons.
